Ms. Gladys Ambrose, who had been serving as an Interim Department Manager for DFS since October 2012 was hired as a permanent Department Manager III.

The Business Process Mapping for the DFS programs has been completed with the consultation of Face-to-Face Technology. Shiprock and Chinle were selected to be the pilot project. In preparation the Rollout trainings have been completed and will continue with the other field offices. The Policies and Procedures are updated as well the forms have been updated. The new procedures will be implemented beginning October 1, 2013.

DFS has coordinated the transition of the LIHEAP and General Assistance programs to Department for Self Reliance. LIHEAP has been transitioned October 1, 2013. The General Assistance Program has been transitioned January 1, 2014. 

The Navajo Nation Title IV-E plan for “Fostering Connections to Success and Increasing Adoptions Act of 2008” has been completed and accepted in draft form by the U.S. DHHS, Administration on Children, Youth and Families, Washington, D.C. The plan is in the final review process and the Navajo Nation 164 process. It is anticipated that the Navajo Nation Tile IV-E will be signed by October 2013.

DFS currently has 60 licensed (relative and non-relative) foster homes that it works with. Continued efforts are made to recruit more homes especially in the more remote areas where the need is more evident.

The purpose of the Navajo Division of Social Services Department of Family Services is to preserve and strengthen families and communities through the provision of quality, holistic and culturally competent community-based social services. Services are provided in accordance to approved case management methodology, which encompasses; Intake & Protective Services, Case Management Services, Specialty Services, Financial Assistance Services and group care.

The following services shall be administered through the Family Services Offices in accordance with established policies, rules, regulations, contracts and including Federal, State, and Navajo Nation laws:


  Family Services

Provide a variety of services to children, youth, adults and families requiring assistance from professional social workers. Protective services are provided to children, adults and elders who may require intervention because of neglect, abuse and abandonment. Foster care maybe provided when there is court intervention because of neglect, abuse and abandonment. Foster care maybe provided when there is court intervention. Special facilities placement maybe provided because of physical or mental disabilities and other challenges. Services are case management driven for the purpose of restoring safe and healthy families.

  Child Care Services

Have childcare centers in all the agencies to provide childcare service at a minimal cost for income eligible working parent or parents seeking employment.

  • Foster Care, Guardianship and/or Adoption home studies
  • Specialized Child Care Services
  • Promoting Safe and Stable Family Services
  • Arizona Long Term Care Services Case Management
  • Family and Individual Counseling Services

  Family Violence Prevention and Services/Dine Protection Services

Provides services to victim of family violence and their dependents for purpose of prevention futher violence. Services are shelter, prevention, crisis intervention, counseling, transportation, legal advocacy, support services to children and families who are victims of violence.

  Adult Services

Provides services to individuals requiring assistance such as transportation services for groceries, medical appointments and general house cleaning.
